Husher L. Harris, Sr., is a U.S, Army Vietnam veteran who has worked in the field of healthcare management and public administration for a number of years. During his tenure with the U. S Departments of the Navy and Veterans Affairs, he was recognized as an expert in developing, implementing and directing local, regional and national healthcare programs for combat veterans and their families. As one of the six (6) founding regional managers of this national combat veterans reintegration/reentry program, he was credited with developing, implementing and managing thirty one (31) government, and twenty seven (27) contractual community-based mental health counseling centers (Vet Centers) for veterans residing in the Mid Atlantic Region (Northeast TN, NC, VA, WVA, MD, PA, DC, DE and NJ).

 

After leaving federal service in 1997, Mr. Harris was recruited by Maryland State government to fill a key executive position as Executive Director of Internal Operations in the Department of Public Safety and Correctional Services (DPSCS). In this capacity, he had management oversight of budget and finance, contracts and procurement, human resources, research and policy development, facilities management, and related administrative support functions required to assist DPSCS' Information Technology and Communications Division (ITCD) in achieving its public safety mission.

 

Mr. Harris is active in local veterans affairs; is a volunteer Disaster Mental Counselor for the American Red Cross; Mental Health Counselor for The Pro Bono Counseling Project; and a member of Maryland Public Television’s 2015 Salute to Vietnam Veterans. He is a Maryland Licensed Clinical Professional Counselor (LCPC); and, a Certified Research Administrator (CRA). He holds an MA in Rehabilitation Counseling, and a Master’s degree in Public Administration (MPA).
